Out-Of-Round Rims. Fixit places in Vancouver?

One of my rims is playing silly arse: hard to get it balanced AT ALL.
BBS Alu rims. Freshly finished & R&R'd. 3 are great. one isnt. Grrrr...

Discount Tire in Bellingham mounted and balanced em the other day....

For the dodgy wheel - i've got a double stack of weights on in one place - and its still not fully balanced. Wobbles like crazy. DANGEROUS crazy

Discount DID say that one rim is slightly out of round - but this is baad. Traffic on I5 was backed up on the ride home - so slow driving it wasnt super noticable.
Took it for a spin yesterday above 100 K - and its scary wobbley.

Any recommendations on fixing locally?

Panther etc? Do they just do cosmetic wheel work - or can they fix out of round?
Tire / Rims shop?
Roadforce machine to get as close as possible without r&r?
Rather not go thro border hassles and go back down to Bellingham AGAIN....
